The Vision of Development in Costa Rica. Costa Rica’s scientific and technological development has represented a major contribution to national development, thanks to driven visionary citizens who betted on education and kno0wledge as means to reach our country’s progress and a better quality of life.
This development vision started in Costa Rica since the early years of the republican life in the XIX century. Dr. Jose Maria Castro Madriz, then General Minister and later the first president of the republic, pinpointed in his speech during the inauguration of the Universidad de Santo Tomas in 1841 the strategic importance of science as the basis for the country’s progress and sovereignty:
“Sad shall be the country that does not take science as a guide for its entrepreneurs and tasks. It will lag behind, will give tribute to others and its ruin will be infallible because the current situation of modern societies, the one that uses knowledge and sagacity the most will surely gain advantages over the others.”
Later on, this approach centered on education and knowledge was the basis for the State’s participation during the XX Century, as development engine, were based on new education modalities and the training of human resources, especially to foment production and the growth of infrastructure, as well as the widening of services to society in health, education, housing, water, banking and finances, energy and telecommunications among others.
Science and Technology Vision in Costa Rica: A collective Construction.

Volume two of Strategy XXI Century, dedicated to “Science and Technology Vision in Costa Rica: A collective Construction”, has as its purpose to serve as a bridge between the wide and ample analysis of the condition of science and technology in 2005 resulting from the work done by Topic Groups and the formulation of the proposal for a Half Century Plan in Science and Technology for Costa Rica.
This volume presents the Strategic Vision derived from the situation’s diagnosis on science and technology in twenty topic groups, the collective reflection of five groups of vision and the contribution of different people regarding the desired future for the country, where science and technology constitute a pivotal element of sustainable human development.
Given the participatory methodology used to formulate the Half Century Plan, the Vision is also a collective construction on the desired future for the country in the achievement of sustainable human development with a long term perspective.
Therefore, this publication gathers an important number of contributions from different groups and authors who in comparison to the diagnosis attempts to highlight those aspects that transversely affect all areas of knowledge and which allow to have a joint vision on science and technology in Costa Rica.
On this participative basis constituted by the Diagnosis and Vision, more introspective work of reflection and prospective was done than that presented on the volume corresponding to “Strategy XXI Century
